In the late 1970s and 1980, the federal government began rolling back some New Deal–era economic controls, especially in transportation and finance. Airline and freight-transport deregulation and major rail reforms increased reliance on competition and market pricing. This mattered because Reagan’s program built on—and accelerated—this shift toward lighter economic regulation.
Congress passed the Depository Institutions Deregulation and Monetary Control Act, signed March 31, 1980, which aimed to deregulate depository institutions and strengthen the Federal Reserve’s monetary control. It is often described as a key step in financial deregulation before Reagan took office. These changes shaped the financial environment in which Reagan-era policies operated.
On February 17, 1981, Reagan signed Executive Order 12291, directing agencies to prepare regulatory impact analyses for “major” rules and creating stronger White House oversight of rulemaking through OMB review. Supporters argued this would reduce regulatory burdens and improve cost-benefit discipline. Critics argued it could slow or weaken health, safety, and environmental rules by adding political review.
After the Professional Air Traffic Controllers Organization (PATCO) strike began on August 3, 1981, Reagan ordered strikers to return to work and then began firing those who did not. On August 5, 1981, the administration started firing thousands of controllers, a step that became a widely cited turning point in U.S. labor relations. It mattered for Reaganomics because weaker union bargaining power was seen by supporters as helpful for controlling inflation and increasing employer flexibility.
On August 13, 1981, Reagan signed the Omnibus Budget Reconciliation Act of 1981, a major package enacted through the budget “reconciliation” process. It reduced federal domestic spending in multiple policy areas as part of Reagan’s push to shrink the size of government outside national defense. This set up a core Reaganomics pattern: pair tax cuts with efforts to reduce nondefense spending.
On August 13, 1981, Reagan signed the Economic Recovery Tax Act (ERTA), the signature early tax law of Reaganomics. ERTA is best known for large across-the-board reductions in personal income-tax rates and for business incentives such as faster depreciation rules (ways to deduct investment costs sooner). The idea was “supply-side” economics: lower marginal tax rates would encourage work, saving, and investment.
In 1982, the Department of Justice Antitrust Division issued new Merger Guidelines describing how it would evaluate mergers under antitrust law. The guidelines aimed to clarify enforcement standards and reduce uncertainty for businesses considering mergers and acquisitions. In practice, this fit a broader Reagan-era emphasis on market solutions and a more permissive approach to certain types of corporate consolidation.
On September 3, 1982, Reagan signed the Tax Equity and Fiscal Responsibility Act (TEFRA). TEFRA raised revenue partly by closing loopholes and adjusting earlier tax changes, reflecting growing concern about large federal deficits during the early-1980s recession. The law shows that Reaganomics was not only about cutting taxes, but also about political compromises when budgets tightened.
On October 15, 1982, Reagan signed the Garn–St Germain Depository Institutions Act, which further deregulated savings and loan associations (thrifts) and expanded adjustable-rate mortgage lending. Supporters argued it would help stabilize housing finance and give institutions more flexibility in a high-interest-rate environment. The act is also closely linked in later debate to the conditions that contributed to the savings-and-loan crisis of the late 1980s.
After winning reelection in 1984, Reagan pushed for a broad rewrite of the tax code, aiming to lower rates while reducing deductions and special breaks. The effort represented a shift from a simple “cut taxes” message toward redesigning how taxes were collected. This set up the major tax overhaul that became one of the best-known legislative outcomes of Reaganomics.
On October 22, 1986, Reagan signed the Tax Reform Act of 1986, a major overhaul designed to simplify the tax code and broaden the tax base by reducing many deductions and shelters. It lowered the top individual income-tax rate substantially while also changing corporate taxation. The act became a defining late-Reagan marker: a large, bipartisan reworking of the tax system rather than a one-direction tax cut.
On September 2, 1987, Reagan issued Executive Order 12607 establishing the President’s Commission on Privatization. The commission was tasked with studying where responsibilities could shift from the federal government to the private sector, including possible asset sales and contracting out services. This step reflects the “privatization” side of Reaganomics, even though federal privatization was often more limited and uneven than the rhetoric suggested.
By the time Reagan’s presidency ended on January 20, 1989, the federal policy direction had moved toward lower marginal tax rates, stronger White House control over rulemaking, and a broader preference for market-based solutions. At the same time, large deficits and rising federal debt had become central criticisms of the era’s fiscal results. The outcome was a lasting political realignment: later debates about taxes and regulation often used the Reagan years as a benchmark or reference point.
