After World War II, France used nationalization to rebuild and modernize key industries and finance. Major waves included mining (1944), industrial firms such as Renault (1945), banks (December 1945), and the creation of national electricity and gas companies (law of 8 April 1946). These moves set the institutional base for later national planning and state-led investment.
On 3 January 1946, the provisional government created the Commissariat général du Plan (General Planning Commission) on Jean Monnet’s proposal. Its mission was to prepare France’s modernization through multi-year, “indicative” (non-binding) planning that coordinated public and private actors. This marked the start of the postwar French dirigiste planning system.
The first modernization program—later known as the Monnet Plan—was submitted to the French government in late 1946. It focused on rebuilding and expanding core “bottleneck” sectors (such as coal, steel, electricity, transport, cement, and farm machinery) to lift overall production. This plan established the practical method of French indicative planning: setting targets and directing investment rather than issuing production commands.
France’s Second Plan of Modernization and Equipment shifted planning toward sustained growth rather than emergency reconstruction. Running from 1954 to 1957, it emphasized large investment programs to raise production and living standards. The Second Plan shows how planning became a regular tool of economic governance in the Fourth Republic.
In December 1958, the government adopted the Pinay–Rueff stabilization program to restore monetary and budget balance. It aimed to curb inflation and improve competitiveness as France moved toward greater European market integration. This was a turning point: planning continued, but with stronger emphasis on financial stability and openness to trade.
In 1963, France created DATAR (then “Délégation à l’aménagement du territoire et à l’action régionale”) to coordinate territorial and regional development policy. This added a geographic dimension to French state strategy: not only what to modernize, but also where to locate growth and infrastructure. It strengthened the state’s capacity to steer investment across regions.
In July 1966, the government approved Plan Calcul, an industrial policy program to promote a French (and European) computer sector. It reflected dirigisme’s focus on technological independence and strategic industries, using state support and coordination to shape markets. The program also linked planning to education and research priorities.
On 6 March 1974, Prime Minister Pierre Messmer publicly announced a major acceleration of France’s nuclear power program. The plan aimed to reduce dependence on imported oil after the 1973 oil shock and relied on centralized state decision-making and a state-owned electricity system. Nuclear build-out became one of the most visible results of French state-led planning in the 1970s.
The Seventh Plan (1976–1980) was prepared in a context shaped by the mid-1970s economic slowdown and energy concerns. Its goals included reducing external energy dependence and addressing social tensions, but many targets proved difficult to meet. The Seventh Plan illustrates how global shocks weakened the effectiveness and credibility of traditional indicative planning.
After François Mitterrand’s election, the government moved to expand state control of banks and major industrial groups. In September 1981, the cabinet approved a sweeping nationalization bill targeting leading banks and firms, aiming to redirect investment and industrial policy. This was a late-era revival of dirigiste tools, now under a Socialist political program.
On 11 February 1982, France promulgated a nationalization law that brought major banks and industrial groups into the public sector. The law followed constitutional review and a revised legislative process, showing both the scale of the policy and the legal constraints around it. These nationalizations represented the high-water mark of postwar French state capitalism before policy direction shifted.
On 25 March 1983, the government adopted a major austerity and stabilization package often called the tournant de la rigueur. It marked a decisive shift away from the early-1980s expansionary program and toward tighter budget discipline and a stronger commitment to European monetary constraints. As an outcome, postwar-style national planning and dirigisme lost much of their political momentum and practical leverage.
