GATT members formally launched the Uruguay Round with the Punta del Este Ministerial Declaration. The agenda was unusually broad, aiming to reduce trade barriers in goods and also to bring new areas into multilateral trade rules. A Trade Negotiations Committee was created to manage the work and keep the talks moving toward a single overall package.
Ministers met in Montreal for a planned mid-course review, but major disagreements—especially on agriculture—blocked a complete progress report. Even so, they reached some early results, including steps toward a more structured dispute settlement process and the creation of the Trade Policy Review Mechanism (regular reviews of members’ trade policies). The unresolved issues were pushed back to negotiators in Geneva.
Officials reconvened in Geneva and were able to settle key items left unresolved in Montreal. This step mattered because it kept the negotiations alive and set a clearer agenda for the next phase of work. It also showed that technical bargaining outside headline ministerial meetings could still deliver compromises.
Trade ministers met in Brussels expecting to finish the Uruguay Round on the original four-year timetable, but the talks collapsed. The biggest obstacle was agriculture, where major players could not agree on how to discipline subsidies and market protection. The failure forced participants to extend the round and search for new compromise texts.
With negotiations stalled, GATT Director-General Arthur Dunkel circulated a comprehensive draft agreement intended to serve as a single negotiating text. This “Dunkel Draft” helped shift the process from open-ended bargaining to negotiating around one integrated package. It became a major reference point for final compromises across many subjects.
The United States and the European Union reached the Blair House Accord, settling many of their most difficult differences on agriculture. Because agriculture had repeatedly blocked progress, this deal was a turning point that made a broader Uruguay Round settlement more realistic. It also signaled that major players were willing to trade off domestic political pressures for a global agreement.
By mid-1993, the “Quad” economies (United States, European Union, Japan, and Canada) announced significant progress on tariffs and related market-access issues. This mattered because tariff bargaining in industrial goods was still central to the round’s value, and agreement among major traders often shaped what others could accept. The momentum helped push the negotiations toward a final integrated outcome.
On 15 December 1993, negotiators reached consensus on the Uruguay Round’s Final Act. The package linked many separate agreements together, including new rules for agriculture, services, and intellectual property, along with institutional reforms. This step was crucial because it created the near-finished legal bundle that ministers would later sign.
Ministers signed the Final Act in Marrakesh, formally concluding the Uruguay Round and adopting the legal texts that established the World Trade Organization. The Marrakesh Ministerial Declaration described this as a transition from the GATT system to the new WTO framework. This signing locked in a “single undertaking” approach: members accepted the full set of agreements as one package.
After Marrakesh, a Preparatory Committee was established to handle the practical steps needed before the WTO could start operating. This included organizational work so that the new institution could administer agreements, convene councils and committees, and support the dispute system. It was a bridge between signing a treaty and running a functioning organization.
The WTO legally came into being on 1 January 1995, bringing the Uruguay Round agreements into force. Unlike GATT, the WTO provided a permanent institutional structure to administer rules across goods, services, and intellectual property. It also strengthened enforcement by tying obligations to a more formal dispute settlement process.
The Dispute Settlement Understanding (DSU) took effect with the WTO, creating a rules-based process for settling trade disputes. Compared with earlier GATT practice, the WTO system was designed to be more structured and legally binding, with clearer procedures and timelines. This strengthened credibility for market-opening commitments made in the Uruguay Round package.
The WTO Agreement on Agriculture entered into force as part of the Uruguay Round outcome. It created a framework to reduce trade-distorting support and protection in three main areas: market access, domestic support, and export subsidies. While it did not end farm protectionism, it marked a major shift toward making agriculture subject to clearer multilateral disciplines.
The General Agreement on Trade in Services (GATS) entered into force under the WTO umbrella. It extended multilateral trade rules beyond goods into service sectors such as finance, telecoms, transport, and professional services. This was a central Uruguay Round achievement because services had become a growing part of global economic activity but had lacked comparable global rules.
The TRIPS Agreement took effect, establishing minimum standards for intellectual property protection and enforcement among WTO members. It linked IP rules more directly to international trade by making them enforceable through the WTO dispute settlement system. This was one of the most controversial Uruguay Round outcomes because it required legal changes in many countries.
