The Reciprocity Treaty (often called the Elgin–Marcy Treaty) was signed between the United Kingdom (for British North America) and the United States. It aimed to lower barriers on many natural products and expand cross-border commerce. The agreement became an early focal point for free-trade liberal ideas in British North America, especially among exporters of staples like timber and grain.
After ratification, the reciprocity rules began operating in practice, making it easier for many raw materials to move across the border. This strengthened economic ties between British North America and the United States. It also sharpened domestic debates over whether prosperity should come from freer trade or from protecting local manufacturers.
The Province of Canada adopted the Cayley–Galt Tariff, which raised duties on many manufactured goods to encourage domestic industry. This move signaled that even during reciprocity, Canadian leaders were willing to use protectionist tools. The tariff also added friction with the United States, where some saw Canada as benefiting from reciprocity while still shielding its own manufacturers.
The United States ended the reciprocity arrangement, and it ceased to operate in 1866. The termination reflected a shift toward U.S. protectionism and post–Civil War political tensions. In British North America, the loss of preferential access to the U.S. market intensified arguments about how to secure economic stability going forward.
Canada’s Confederation created a new national government with broader authority over trade and tariffs. Economic planning now became a central federal responsibility, including decisions about how open or protected the Canadian market should be. The earlier reciprocity experience remained a key reference point in debates about Canada’s economic future and its relationship with the United States.
The global downturn beginning in 1873 hit Canadian finances and employment, increasing pressure for policy change. As trade conditions worsened, support grew for stronger protection of Canadian industry. Failed hopes of reviving reciprocity helped push the argument that Canada should rely more on its internal market and tariff revenue.
John A. Macdonald’s Conservative Party promoted the National Policy as an economic program centered on higher tariffs, infrastructure development, and western settlement. The approach directly challenged free-trade liberalism by arguing that Canadian industry needed protection from U.S. and British competition. The policy framed protection as a nation-building strategy, not just a revenue tool.
In the 1878 federal election, the Conservatives won and gained a mandate to implement the National Policy. The result marked a turning point: protectionism became the dominant federal approach to tariffs. Free-trade and reciprocity ideas remained present, but they now had to argue against an established national strategy.
The 1879 budget raised duties on many manufactured goods, putting the National Policy into effect and making Canada a higher-tariff country. This strengthened central Canadian manufacturing but also increased regional tensions, since farmers and exporters often preferred lower trade barriers. The tariff structure became a long-running political dividing line between protection and freer trade.
By the early 1900s, the Liberal government under Wilfrid Laurier again pursued closer trade ties with the United States. Supporters argued that lower barriers on natural products would help farmers, fishers, and resource exporters. Opponents warned that greater dependence on U.S. markets could weaken Canada’s ability to maintain protective tariffs and independent policy.
In Britain, the proposed 1911 Canada–U.S. reciprocity arrangement was discussed as an issue with broader “Imperial” trade implications. Critics argued it could reduce the value of preference within the British Empire and push Canada toward freer trade more generally. The debate showed that reciprocity was not only a Canadian domestic issue, but also part of Canada’s evolving place between the Empire and the United States.
The U.S. Senate approved legislation connected to the 1911 reciprocity plan, moving the agreement forward on the American side. This step increased pressure on the Canadian government to secure ratification at home. It also intensified Canadian political messaging, since the agreement now looked close to implementation.
The federal election centered on reciprocity and fears about economic dependence on the United States. Robert Borden’s Conservatives defeated Laurier’s Liberals, and the reciprocity agreement was not implemented in Canada. The outcome reaffirmed protectionist politics and kept the National Policy tradition strong through a major test from free-trade liberalism.
