Prussia unified its scattered territories into a single customs area and removed many internal trade barriers. The law set a relatively low external tariff while allowing goods to move more freely inside Prussia. This became an important starting point for later German-wide customs coordination under Prussian leadership.
Bavaria and Württemberg formed the South German Customs Union to coordinate tariffs and reduce internal barriers between them. This showed that multiple German states wanted customs reform, even if they disagreed on the best structure. The move also set up later negotiations to merge separate customs blocs into a larger union.
Prussia reached a key agreement with Hesse-Darmstadt that linked Prussia’s customs system to central and southern Germany. The union helped Prussia expand its influence through economic policy rather than military force. It also made a broader customs union more practical by connecting previously separated trading areas.
Several German states agreed to treaties that laid out how a combined customs union would work, including shared external tariffs and rules for dividing customs revenue. Member states agreed on steps to standardize currency conversion within the Zollverein, reducing confusion caused by different coin systems. The convention fixed exchange relationships between the Prussian thaler and the south German gulden, making cross-border payments easier. This monetary coordination supported the customs union’s goal of smoother trade and industrial growth.
Luxembourg’s accession expanded the customs union westward and increased the union’s economic reach. Each new member reduced the number of tariff borders inside the German-speaking economy. Expansion also increased the political value of the Zollverein by tying more states to shared economic rules.
Zollverein states, Austria, and Liechtenstein agreed to a common currency standard centered on a silver basis. While it did not create a single currency, it reduced problems from competing monetary systems and improved acceptance of coins across borders. This showed how economic agreements could extend beyond customs to broader industrial-era infrastructure like money and payments.
Prussia concluded a trade agreement with France during the wider European shift toward tariff reduction in the 1860s. Along with similar treaties, this helped cut duties on manufactured goods and pushed German policy toward freer trade for a time. The episode mattered because later protectionists portrayed it as leaving German producers too exposed to foreign competition.
After the 1866 conflict and the rise of the North German Confederation, member governments renegotiated how the Zollverein would continue. A new treaty kept a joint customs and commercial system and pushed toward more uniform laws on import, export, and transit duties. The reorganization tied customs policy more closely to emerging national political institutions.
The Treaty of Frankfurt ended the Franco-Prussian War and included trade provisions that gave Germany most-favored-nation treatment in commerce and navigation. This shaped the legal backdrop for German trade relations with France in the early empire. It also helped frame later tariff debates by linking diplomacy, security concerns, and economic policy.
The abolition of the iron duty became a symbol of the high point of liberal trade policy in the early German Empire. Supporters viewed cheaper inputs as helpful for industry, while critics feared dependence on foreign suppliers. This decision set up a sharp policy reversal when economic conditions worsened later in the decade.
Germany adopted a protectionist tariff that raised duties on key industrial and agricultural imports, marking a major shift away from the earlier freer-trade period.
