Mill published Considerations on Representative Government, defending representative institutions as the best practical form of government under modern conditions. Mill’s essay Utilitarianism first appeared as three magazine articles, written for a general audience rather than specialists. In it, he defended the “greatest happiness” principle and tried to answer common objections, including whether utilitarianism is too crude or too demanding.
After the magazine series, Utilitarianism was issued in book form, helping fix Mill’s version of classical utilitarianism as a standard reference point. Mill entered Parliament as MP for the City of Westminster, giving him a direct platform for social reform. His parliamentary role mattered for his social theory because it tested his views about representation, public debate, and how institutions can support moral progress.
Mill supported early organized women’s suffrage efforts by agreeing to present a petition to Parliament. This connected his moral and political commitments—especially equality and the value of individual development—to concrete legislative advocacy.
Mill’s St Andrews inaugural address argued that higher education should develop judgment, breadth of mind, and responsible citizenship. It reflects his social theory that a good society depends not only on laws and markets, but also on the cultivation of people’s capacities.
During debate on the Reform Bill, Mill proposed changing the law’s wording from “man” to “person” to include women in the expanded electorate. The amendment was defeated, but it made women’s voting rights a prominent parliamentary issue and aligned with his broader utilitarian argument for equal legal standing.
In the 1868 general election, Mill was defeated in Westminster and left Parliament. Even so, his time as an MP helped link his utilitarian ethics to practical questions about rights, representation, and how reforms could be argued in public institutions.
Mill published The Subjection of Women, arguing that legal and social subordination of women had no rational justification and harmed society by wasting human talent. The essay drew on liberal and utilitarian ideas, treating equality as both a matter of justice and a condition for broader social well-being.
Mill died in Avignon in May 1873. By that point, his utilitarian writings and social theory had formed a connected program: judge institutions by their consequences for human well-being, protect liberty to enable development, and pursue reforms such as representative government and gender equality.
