The 1954 Geneva settlement ended the First Indochina War and created a temporary military demarcation line near the 17th parallel, with forces regrouping north and south. A Final Declaration also called for nationwide elections in July 1956, but that declaration was not signed by all parties. The Southeast Asia Collective Defence Treaty (SEATO) was signed in Manila, creating a regional anti-communist security framework backed by the United States and allies. Later historical assessments found the August 4 attack report was mistaken, intensifying controversy over whether the U.S. escalation met standards of truthful justification and last resort. The incident became a key example in later critiques of executive war-making claims.
Congress rapidly approved the Tonkin Gulf Resolution, giving President Lyndon B. Johnson broad authority to use force in Southeast Asia without a formal declaration of war. Supporters argued it was needed to repel aggression and protect U.S. forces and allies; opponents warned it was too open-ended. The resolution became a central legal and moral reference point in later debates about legitimate authority and democratic consent.
The United States began a systematic bombing campaign against North Vietnam intended to pressure the North and support South Vietnam. The Paris Peace Accords were signed by the United States, North Vietnam, South Vietnam, and the Provisional Revolutionary Government, setting a cease-fire and outlining U.S. troop withdrawal.
