Disraeli published Coningsby, a political novel that criticized narrow, managerial Conservatism and argued for reviving national institutions and social responsibility. It helped popularize ideas associated with “Tory democracy,” a forerunner to later One-Nation themes.
In Sybil; or, The Two Nations, Disraeli portrayed Britain as divided between rich and poor with little understanding between them. The novel framed social division as a threat to national stability, pushing Conservatives toward reforms meant to bind classes together.
Parliament repealed the Corn Laws, ending grain-import protection and splitting Conservatives between Peel’s supporters and protectionists. Disraeli emerged as a leading critic of Sir Robert Peel’s approach, helping set the stage for a rebuilt Conservatism with a broader national appeal.
The “Young England” group of Tory MPs, including Disraeli, argued that elites had obligations to improve the lives of the poor. Although the group was small and short-lived, its paternalist message echoed in Disraeli’s later One-Nation style Conservatism.
Disraeli entered Parliament for Buckinghamshire, a safer seat that strengthened his standing in national politics. From this position he worked to rebuild Conservative credibility after the post–Corn Law crisis.
As Chancellor of the Exchequer under Lord Derby, Disraeli introduced and managed the Reform Act that greatly expanded the urban male electorate in England and Wales. The move aimed to adapt Conservatism to mass politics and compete for working-class votes.
When Derby retired, Disraeli became prime minister, marking the peak of a long political rise. The ministry was short and soon lost the subsequent general election, but Disraeli’s leadership of the party continued.
Disraeli delivered a major speech at the Free Trade Hall in Manchester that laid out a program contrasting Conservative support for institutions (Crown, Lords, and church) with Liberal policies. It also presented social reform as a Conservative priority to reduce class conflict and strengthen national unity.
At the Crystal Palace, Disraeli continued arguing that Conservatism should address social conditions, not only protect existing institutions. These speeches became closely associated with “One-Nation” Conservatism: preserving hierarchy while accepting a duty to improve working-class life.
The Conservatives won a clear parliamentary victory, giving Disraeli the stable majority he lacked in 1868. This opened the way for domestic “social reform” legislation that could support One-Nation goals while keeping Conservative leadership in charge.
The Artisans’ and Labourers’ Dwellings Improvement Act (the “Cross Act”) let local authorities purchase and clear unhealthy areas for redevelopment. It showed how Disraeli’s government tried to address urban poverty through state-enabled local action rather than sweeping national control.
Parliament passed the Public Health Act, consolidating earlier laws and strengthening the framework for clean water, sewerage, and nuisance control in England and Wales. The law reflected a One-Nation logic that public order and national strength depended on healthier living conditions.
Two major acts shifted labor disputes away from criminal punishment and toward civil law. The Conspiracy and Protection of Property Act and the Employers and Workmen Act helped reduce the criminalization of trade union activity and placed employers and workers on a more equal legal footing in contract disputes.
Disraeli’s government bought the Khedive of Egypt’s Suez Canal shares using short-term financing, then sought parliamentary funding afterward. The purchase strengthened Britain’s strategic position on the route to India and became a landmark of Disraeli’s imperial-minded Conservatism.
Parliament passed the Royal Titles Act, authorizing an addition to the monarch’s titles and formally recognizing “Empress of India.” The measure linked the monarchy more explicitly to empire and fit Disraeli’s emphasis on patriotic unity and imperial consolidation.
Disraeli accepted a peerage and moved from the House of Commons to the House of Lords while remaining prime minister. This shift changed how he led day-to-day parliamentary debate and marked the late phase of his leadership during the Second Disraeli ministry.
After years dominated by foreign and imperial issues as well as domestic reform, the Conservatives were heavily defeated in the 1880 general election. Disraeli left office, and the Liberal Party under Gladstone returned to power, closing the main governing period tied to his One-Nation reputation.
Disraeli died in London in April 1881. After his death, admirers treated his career as a model of Conservatism that blended respect for tradition with selective social reform and a strong sense of national unity—ideas later invoked as “One‑Nation” Conservatism.
