In the 1970s, Malaysia’s Federal Land Development Authority (FELDA) increasingly emphasized crop diversification, and oil palm expanded inside government land-settlement schemes. This helped grow a plantation-and-smallholder model that linked rural development goals with export commodity production. Over time, oil palm became the dominant crop in many FELDA areas, creating a foundation for later industry growth.
By 1970, Indonesia’s oil palm area was still small (about 0.13 million hectares) and production was limited. Over the following decades, area and output increased sharply as estates expanded and smallholder-linked models grew. This early baseline matters because it shows how large the later transformation would be by the 2000s.
In the late 1970s, Indonesia began promoting smallholder oil palm through nucleus-estate and smallholder arrangements (often called PIR/NES). Under these schemes, a company-managed “nucleus” estate was linked to “plasma” smallholders who received planting, inputs, and technical support. This model expanded oil palm beyond state estates and tied commodity expansion to state development and settlement objectives.
In 1979, Malaysia established the Palm Oil Research Institute of Malaysia (PORIM) to strengthen research and development for the sector. Better breeding, agronomy, and processing knowledge helped raise productivity and supported large-scale commercialization. Public–private coordination also increased the industry’s ability to standardize practices and compete globally.
From the 1990s into the 2000s, large-scale oil palm plantations expanded in Sarawak, increasing East Malaysia’s role in national palm oil output. State-linked development agencies and corporate groups supported new estate development and processing capacity. This broadened the geographic footprint of Malaysia’s palm oil economy beyond Peninsular Malaysia.
By 1990, Indonesia’s oil palm area reached about 1.13 million hectares, up from a small base in 1970. This growth reflected expansion of state and private estates and increasing involvement of smallholders through linked schemes. The 1990 milestone signals that oil palm had become a major agricultural development pathway rather than a niche crop.
Indonesia’s Forestry Law No. 41 of 1999 established a key legal framework for forest governance, including rules and penalties related to forest use and protection. The law mattered for plantation expansion because oil palm development often involved land classified as forest, creating ongoing disputes about permits, conversion, and enforcement. This set the stage for later debates about deforestation, peatland drainage, and land rights.
By 2000, Indonesia’s oil palm area reached about 4.16 million hectares, then continued expanding rapidly through the decade. Growth involved private estates and increasing smallholder participation, plus major investment in palm oil mills because harvested fruit must be processed quickly. This period marks the shift from steady expansion to a large-scale boom with major land-use impacts.
Malaysia created the Malaysian Palm Oil Board (MPOB) on 1 May 2000 by merging the Palm Oil Research Institute of Malaysia (PORIM) and the Palm Oil Registration and Licensing Authority (PORLA). This gave Malaysia a more unified institution to coordinate research, regulation, and industry development. The consolidation supported a mature export sector with tighter oversight of production and trade practices.
On 10 June 2002, ASEAN member states signed the ASEAN Agreement on Transboundary Haze Pollution to prevent, monitor, and reduce land and forest fires that cause regional haze. The agreement reflected how smoke from fires—often linked to land clearing and peat drainage—became a cross-border public health and political issue. It also signaled growing regional pressure for better land and fire management alongside plantation growth.
In 2004, the Roundtable on Sustainable Palm Oil (RSPO) was established as a multi-stakeholder initiative to create standards for more sustainable palm oil production. Its creation reflected rising international concern over deforestation, biodiversity loss, and social conflict associated with plantation expansion. RSPO certification later became a major tool used by companies and buyers to signal improved practices, though it remained contested.
Malaysia’s National Biofuel Policy entered into force in 2006, aiming to support palm-based biodiesel through commercialization, use, and research. This added a new demand pathway beyond food and industrial uses, tying palm oil more directly to energy policy. The policy helped link global debates about renewable fuels to the pace and direction of plantation and processing investments.
By late 2007, USDA reporting described Indonesia as having surpassed Malaysia in palm oil production and becoming the world’s leading producer. This shift reflected Indonesia’s faster expansion in planted area, new mills, and growing export volumes. The turning point reshaped global supply, with Indonesia increasingly setting the pace for production growth and associated land-use change.
By 2010, Indonesia’s oil palm area reached about 7.82 million hectares and palm oil production about 19.84 million metric tons, according to compiled statistics. This scale reflected decades of state-linked schemes, private investment, and smallholder growth, alongside major environmental and social controversies. By the end of the 1970–2010 period, Indonesia and Malaysia had jointly shaped the global palm oil system, while sustainability governance and haze concerns had become central to the sector’s future direction.
