Egyptian evidence shows that fish preservation was an organized craft, not just a household trick. In late Shang China, salt was produced and moved inland in significant quantities, supported by specialized containers and administrative oversight. In central Europe, prehistoric salt mining at Hallstatt developed into a major activity during the Late Bronze Age and Early Iron Age. In parts of Iron Age Europe, communities boiled brine in ceramic equipment often called briquetage, leaving large piles of broken production debris. Research at the Seille valley (Lorraine, France) describes boom periods that look like proto-industrial production. This made salt cheaper and more available for preserving foods and for trade.
Chinese political thought connected salt management to state revenue and social control, arguing that taxing essentials could be more reliable than direct taxes. Later compilations like the Guanzi preserve debates that describe salt (and iron) as key “indirect tax” goods. These ideas foreshadow the stronger monopolies of the Qin and Han empires.
In 117 BCE, Emperor Wu of Han moved to nationalize salt and iron production, bringing major producers into state-run systems. The goal was to secure revenue and limit the power of wealthy private industrialists. This is a turning point where salt becomes central to empire-scale budgeting and administration.
Under Roman rule, specialized facilities (often called cetariae) processed fish with salt to make salted fish and sauces such as garum. Around the Sea of Galilee, the place-name Tarichaea is linked by later sources to fish preserved by salting or drying, suggesting a local economy shaped by preserved fish. Even though exact identification debates remain, the association shows how important salting could be to a town’s identity. In the late 1st century CE, Pliny the Elder compiled extensive information on natural materials, including minerals and products important to daily life. His Natural History reflects how common and economically important salt, salted foods, and related industries had become in the Roman world. The work helps modern researchers see salt as part of a wider system of production, trade, and consumption.
In 301 CE, Emperor Diocletian issued an empire-wide edict attempting to cap prices and wages. Surviving fragments show everyday staples included salt and processed fish products, indicating their importance to household budgets and markets. The edict highlights how preservation commodities could be politically sensitive during economic stress.
In Late Antiquity, transport amphorae from North Africa and other production areas were commonly used for salted fish and related goods. Museum collections and archaeological studies show salted foods remained a major shippable commodity even as the Roman world changed. This marks the “legacy phase”: salt-based preservation continues as a core technology into the post-Roman Mediterranean economy.
